Introduction of the Board.
2001 in Review
- Completed Work on the Guidelines to reduce confusion for all members . These final changes were sent to everyone this spring. The main change to them was how future changes are made. All changes will be aired in meetings, sent out to the community, and must be voted on in a meeting. This gives us all more authority and the board less power to make future changes to the guidelines without community support.
- We hired a management firm to handle issues relating to approvals. This incorporated an outside party into the approval process so that no one would feel they were personally being singled out.

- The board approved the fountain to be installed. Once Cinergy hooks up the power it will be turned on and run through the winter. Delays were due to the following:
- The first payment to the fountain people was held until we had the proper cash flow.
- Problems with getting the electritions to install the electrical box in the appropriate location.
- The board was able to get Arbor to come out and rework around the pond. We are asking that the residents around the pond take care of this area.(No planting. Just maintaining.) Contracted pond maintenance for next year will include additional weed killing treatments.
- The common area at Cobalt was reworked and cleaned up. The service drain will be fixed by adding dirt next spring.
- Cumberland road at the north entrance was redone were the utilities damaged the landscape.
- The Architectural committee was renamed the C.E.C. (Community Events Committee) after American Property Mgt. was hired. The C.E.C. does a large amount of the work involved in the community. Thanks to them for everything that they do for our neighborhood.
- We will likely not have a neighborhood picnic next summer because so few came to this year's event. Those that did come had a good time and appreciated it.
C.E.C. Report
- Lisa Nazer says that the C.E.C. will be working on the following:
- Welcoming Committee
- Flowers for the beds at entrances
- Decorating contests-Halloween and Christmas Lights
- Best yard and landscape awards.
- All these programs will improve home values or make the neighborhood more inviting to our new residents.
- The C.E.C. will be decorating the entrances.
- On earth day it was only the members of the C.E.C. that were available for the community pickup day. We appreciate their work and encourage more people to show this type of community spirit.
Budget
- 2001 $1931.00 in outstanding dues from seven propertys. One has a lein against there home, two are in collection and one has received the letter informing of collection. We hope the other three will pay without further action.
- Total spent in 2001 is estimated to be $27,910.00.

- Lawn care $16000.00 budgeted, spent $12000.00 and saved $4000.00
- When we revised the covenants we added an item to require us to save or spend 15% of revenue on long-term capital expenses.
- 2002 Total Dues Revenue $25,132.00
2002 Total Revenue $26,432.00 (adds some dues recovered from prior years)
2002 Projected expenses $23,524.00
2002 Long term capital expense Savings $3780.53 (or 15% of 2002 dues)
Short-term and Long-term goals.
- If anyone needs more information on how the budget is being spent please contact the board to set up a meeting to see the books.
- The streetlights are Cinergy's responsibility for maintenance.
- The Town of Fishers is responsible for the roads.
- What are long term and short term goals. The 15% is to be spent on these things. The other portions of the budget cannot cut into this so that the money can only be applied to the improvement of the community as a whole.
- A wish list with items such as sprinkler system at the south entrance, an additional fountain, additional entrance lighting, light kit for the sprinkler, etc.
- Long term capital expense planning insures that we are fiscally sound during emergencies.
- Another issue is whatdo you as a community want to do with all the extra common grounds? What future capitol investment are we saving for? (i.e. playgound, tennis court, basketball court, etc.) What do you want to put on your list of positives to live in this community?
- The board needs more input on this issue.
Q&A
- Homeowner-We the mgt. firm to address issues. Are they doing something about the landscape issues in people's yards?
- Board- they have sent letters to those people who were not complying with the covenants pertaining to lawn and landscape care. For those people who don't comply and yards that are not under control will be fixed at the homeowner's expense as outlined in the covenants and guidelines.
- Homeowner-Can we put speed bumps up?
- Board-The town will not allow that.
- Homeowner- can we put a stop sign in ?
- Board-the town of Fishers would need to receive several letters from residents complaining.
- Homeowner-What power do you have to keep the homeowners yards up?
- Board-We are looking at yards that are not properly being maintained. We would send a letter explaining the violation and what actions they should take to improve the issue. If they don't comply the board can pay someone to do the repairs and bill the homeowner per the covenants.
- Board- Mailboxes and yard lights. Lighting comes on at night, mailboxes and poles all look the same for a reason. So that we look like a community of one. We need to be more aggressive about yard-lights that are out. We also need to make a decision about mailboxes. They are starting to wear. We can send letters out explaining how to repair them or the association may take responsibility for the upkeep.
- Homeowners- We think that it is the best idea for the association to be responsible for the upkeep of the mailboxes so they all stay the same. Homeowners won't be allowed to put up different mailboxes.
- Homeowner-What can we do on renter issues?
- Board-Contact the homeowner.
